Thomas C. Manning, JD Prior service as federal prosecutor in Eastern District of North Carolina including prosecutions of multi-defendant cocaine and marihuana smuggling cases, counterfeiting cases, automobile theft/”chop shop” cases, tobacco marketing fraud, bank fraud and embezzlement, and other general felony trials and appeals; since November 1980 have limited practice to criminal defense trial and appellate practice in federal and state courts, and selected civil trials. Experience includes significant work as lead counsel in honest services fraud in federal court, federal environmental violations, capital murder trials in North Carolina state courts, various felony conspiracy trials in state and federal courts in North Carolina, South Carolina and Louisiana; Habitual Felon trials, nursing home fraud and quality-of-care investigations; Medicare/Medicaid fraud matters; representation of federal grand jury subjects and targets regionally, including criminal antitrust investigations involving tobacco product manufacturers, criminal environmental and Clean Water Act cases, public corruption, government contract fraud, income tax evasion, defense department debarment proceedings; litigation of federal wiretap and electronic surveillance matters, internet child pornography, child sexual abuse, anti-trust (paving, electrical and utilities) criminal litigation, video poker criminal violations; mailing threatening communications. Service on various Bar committees, frequent lecturer at seminars for N.C. Bar Association, N.C. Advocates for Justice and Federal Defender sponsored continuing legal education efforts. Has been appointed for out-of-area cases by Superior Court judges in special situations.
